Earth night lights

I was wondering whether it would be possible to change the moment when they become visible. For instance it's now 16.35 here, and when i turn the lights on, they start to appear on the lit side of the earth. While in reality the lights aren't yet on ! :)
So would it be possible to change this variable, so that they would show up only when the side is completely dark, instead of just a little bit darker.

Another question: Does the shadow on the earth change during the year? I mean is the shape different? In 3d studio max you have such a nice term for that transition phase between dark and light. I can imagine the period between light and dark is shorter during summer therefor the shimmering(?) part between light and dark will be shorter than during winter, will this also show on the earth?
