I'd recommend whoever is doing news to do them more regularly. At least once a week. Content could be everything that's currently happening around Celestia.. developments, textures, models, whatever.
The last newsitem is from 26 April (!), that is a joke to be honest. Sites that seem out of order don't attract attention even if the forum may be active.

Perhaps something like "latest forum posts..." on the homepage though- just so people know it's still very much active! I've seen lots of sites that do this, and it would attract you to at least take a look, if nothing else!
For a very basic local example, have a look at the PROC (on the left hand sidebar) http://www.peoplesrepublicofcork.com/ which has a list of the latest 6 posts on their board.
Their one is phpBB too, so it can't be too hard to do!

The information on the Celestia home page refers only to "final" releases. The final release of 1.3.0 was released in April, therefore April is also the most recent "news" item on that page.
It *might* be a good idea to have a "prerelease" page that describes what Celestia prereleases are, how to get them, and the current goings-on with them.
Jack's idea is also a good one.
The only downside to all of this, is that I *think* Chris is the only one who does the Celestia web site, no?
