1.61 main program in China, was not any meaningful changes, they put a version number changed to 2.0, I ask the official whether this be allowed? (He could not publish the source code)

Anyone is allowed to change Celestia, including the name and its version.
If the new version is published and is available to everyone, then the new source code must be available. too.
That is required by Celestia's GNU license.
Calling the new program Celestia v2.0 will be confusing and will make people angry, but it is allowed.
