All stars and planets always rotate, although they should be rotating so slowly that you won't notice it unless you watch for a while. You can stop time from advancing, which stops rotations entirely, by pressing the Space bar at the bottom of the main part of your keyboard. Does that meet your requirements?
Alternatively, you can create an STC file for the Sun and an SSC file for the Earth which sets their rotational speeds to 0. Would that be preferable?
Or do you mean that they are rotating much faster than you think they should?
If so, that's a bug that nobody else has ever reported, so I'm not sure what to suggest.

what i mean is that the "camera" is rotating not the whole object. like when you press "s" to choose spacecraft you will be taken to a building on earth, this building is rotating(the "camera" shooting this building is spinning around the building) or even when playing the intro there's this constance rotation of the "camera" for example the satellite you are viewing is rotating.
And by the way i cannot play with time...i cannot slow the time, stop the time...

I'm sorry, in the intro the "camera" only rotates aroud earth(no other objects like stallites anntanae)

The default action is for the viewpoint to Follow an object, looking at the position of the object's center.
I think you need to type the "y" key to get the results you're describing: "y" puts the viewpoint in "sYnchronous orbit" around the object, so that it is always positioned above a specific longitude and latitude.
A summary of mouse, keyboard and joystick commands is in the file controls.txt
which is what is shown when you select Celestia's Help menu, Controls item.
