Mie Rayleigh Settings Graphic Card Specific?

I tried finding an answer to this, but failed.

Are the Mie and Rayleigh settings specific for only a certain type of graphics card?

Wondering because the settings do not do anything when I code them. The older settings:

You need firstly to have an OpenGL 2.0 capable card.
Then, make sure you have enabled the openGL 2.0 render path in Celestia. (You can toggle thru them using ctrl-V in Celestia.)

eg. Basic -> Multi-Texture -> OpenGL Vertex -> OpenGL2
