Fixed position

I am having a little trouble understanding the "Fixed position" in a scc file.
Is the "Long-Lat-Alt" based on the Body Axes, Frame Axes, or the Planetographic Grid?
I ask, cause I am adding some small craft to the "Copernicus Ship Yards" addon I have at the ML.
Here is what I have for the workbee models-
Workbee 1

FixedPosition
            {
            Planetographic [ -120 55 -1.2]
            }

Workbee 2 -230 35 -1.2
Workbee 3 -100 -10 -0.9
Cargobee 1 90 75 -1.2
Cargobee 2 -130 40 -0.9

But they all pretty much come out in the same area, instead of scattered around the Enterprise D.
See pic below--note Cargobee 2 is out of frame but it is pretty much directly above Cargobee 1.

The way you're using it, it's certainly supposed to be planetographic.
Of course, it's relative to the OrbitFrame, which you haven't shown.

You might turn on the Planetographic Grid for the so you can see how the coordinate system is oriented.
