The ocean color can't be changed without editing the texture. That said, the oceans should already be a lighter blue with the atmosphere over them, do you have atmospheres turned off or can your system not render them?

To be fair cubic, these could be best added into version 1.7.0 for its final release (when it actually happens) to replace the current defaults. I'm perfectly ok with this, fwiw.
