As far as i know you can define a cloudmap in the altsurface. I have tried to define a "denser" cloudmap in an AltSurface and didn't works. and if you look at its name, Alt-Surface, you can olny modify the planet's surface, and the atmosphere(and clouds) is not a part of the surface of a planet.
