Incorrect. That screenshot was taken using OpenGL 2.0. Plus, even in your screenshots, the nighttime lights are showing up in the daylight.

Correct. super pixelated = blocking effects. And the 7900GT is a G71 chip and the 6200 is a NV44 chip I believe.

Thanks to Fridger's .exe, I have verified that both my 7900GT and my 6200 have the same super pixelated cloud shadows. I wish I could have compiled from code myself, but I had a hell of a time with the environment variables when trying to build it. Oh well. Maybe I'll get around to figuring it out s...

OK. I have the SDK installed. I have Visual Studio 2005 Express C++ installed. Following the directions at http://en.wikibooks.org/wiki/Celestia/Development/Win32_platform/Tortoise_CVS I have TortoiseCVS installed. I'd love to test it on both the 7900GT and the 6200 I have installed on my machine, but I am unable to build from the source. I've been doing some research on how to do so. I've been unable to find a place to download Visual Studio 2005 Express C++.

I've tried it out using Don's 4k Mars DDS texture. It's interesting, but not detailed enough to be worth it, in my opinion. I did notice something odd happening though.
